granted the GTK dialogs are terrible (and I'm not particularly optimistic about the next generation of File Dialog) however hacking in KDE dialogs on an application by application basis is a bad idea and I think it would be best to push for this at a lower level with FreeDesktop.org if they aren't arleady considering it (i suspect they might be which is why I mention it).
If I recall correctly the Inkscape developers removed the KDE integration because it was a fairly large and awkward chunk of code and made things more difficult to maintain. You'd have to ask the developers but I dont think they have completely ruled out the possibility of ever adding it back in again if there was a nicer way to do it.
