Not wiki; it's already in version control via the content repo.
PDF may be the most formal looking, and could be linked to from the main
website as well as the forum itself. Probably best if it could be
uploaded to the main website somewhere.
An HTML copy would be nice even if it is not the main version, because then individual parts of the rules/etiquette could be linked to through anchors.
