Inkscape's use of layers I find potentially powerful, but the current interface seems limiting. Inkscape's use of layers appears more-or-less equivalent to those used in the GIMP. Therefore, would it be a good idea to implement something like the GIMP's "Layers" window, allowing the user to physically see the separate layers, toggle their visibility, and rearraign their order?
Inkscape is a work in progress and by no means finished. The developers have plenty more planned for the Layers dialog but other things are getting in the way (as can happen). If you can help out in some way it will might help free developers to work one even more new features.
Plans for the layers dialog have been outlined before on the mailing lists, there may be more information in the Wiki and there are a few bug reports about it. I dont have time to search for it all but it is there if you can spare the time to hunt it all down and perhaps share a summary of what you find here with for the other users to learn from.
