Yes.
Keep a read-only file of the picture elements you need. When working on a drawing, open it as well. Then you can copy & paste all you need.
I always thought a nice touch would be to have a pop-up dialog displayed on left-click release where one could key in the length and width of a shape right then and there on the canvas. This would be a feature that you could turn off in the preferences if desired and would also retain the same dimensions as the last drawn shape size for quick duplication. But since I cannot code for crap I am left with only a dream. :)
