That is, this should work from the node tool, not be another tool. Select 2 nodes of 1 segment, read the distance (= lenght in case of a straight line), see it's not what you want, enter desired value ... that's the kind of workflow I'm about.
So, what you need is not really a separate tool, but a way to see and enter numeric coords for nodes, first. For that we have an RFE. Then we can build on that to measure distances and angles.
