as a filter? Could a filter be created that randomly rotates each individual object in a selection within a given range of values?
Not for rotation, but for randomizing positions we have a button in Align and Distribute dialog.

Does not exist yet. But shouldn't be too difficult to add in the same dialog.

Yes, RFE is the same as "request for enhancement" or "feature request."
