Excuse my ignorance. I know you must be busy but could you please give some step by step explanation on how to summarize these mails and start that blueprint? Advice would be much appreciated.

For such large projects you can use a Blueprint: https://blueprints.launchpad.net/inkscape/
 so that the discussion has a permanent home.
Please summarize your emails there and develop your ideas. These pages
are meant to be developed in time, adding ideas, interface mockups etc.

I would also like to see Inkscape modified this way. Was there not
already something done for the One Laptop Per Child project?
