In Windows, the Fleshtones palette must be copied/saved to C:/Program Files/inkscape/share/palettes. The new palette can be loaded opening "View/Swatches" menu (Shift+Ctrl+W) and choosing "Fleshtones" in the pull-down menu (top right).
