
Assuming it's a standard XP install...
C:\Documents and Settings\USERNAME\Application Data\Inkscape
Make sure you can view hidden and system files too.

The easy solution is to delete your ~/.inkscape/preferences.xml (you lose all your prefs). A slightly less easy solution (without losing prefs) is to edit it and remove the x/y attributes in the element with id="fillstroke".
