Inkscape itself does not 'really' support animation. There are two extensions which can help you to produce animated slideshows, though. One is called jessyink (for slides with blending etc.), the other is sozi (more like 'flying' over a drawing, with zooming and rotating, this extension version is no longer being developed).
If you don't want to use Blender, Tupi ( http://www.maefloresta.com/portal/ ) , Sozi ( http://sozi.baierouge.fr/ , now available as standalone version, but no documentation yet) or Synfig Studio ( http://www.synfig.org/cms/ )
might be good, too - create the shapes in Inkscape, and then use the animation software to animate them. They are all made explicitly for 2D animation and they all can import SVG. Sozi will output a webpage with a javascript-animated SVG, Tupi and Synfig can output a series of raster images or a video.
Depending on where you want to use the animation, you need to choose your tool ;) For every one of those, there are a few tutorials linked from their websites, those might be a good starting point.
