a few weeks ago because I hadn't spotted them either. They appear when you have a node selected. (I don't have inkscape on this machine so I can't give any more detail)
You get that secondary node toolbar to show up by switching to the node editing tool. That's the second one on the vertical set to the left, and is an arrow pointing to a node on a line. On my versions you can also get to that by hitting F2.
Haven't gotten around to writing it up in the Wiki yet but I was playing with Macromedia fireworks yesterday and with some of the shapes clicking a node will cycle it through line, curve, inverted curve which seems pretty neat to me.
Might be something to consider, seems like a remarkable straightforward way to manipulate a node by simply clicking on it. Direct manipulation is great and as I experiment with Macromedia I am increasingly impressed by how thier vector tools work, in both Freehand and Fireworks (and suprisingly Fireworks is almost more impressive in some ways).
