Well, the scripting in Inkscape would allow you to do that, but for a single graphic like that, it probably isn't worth worrying about. What would probably be easier is if you just used the SVG DOM for the scripting language of your choice to generate the SVG file, and then open it in Inkscape. (not that I don't want you to learn more about Inkscape, but if the symbol is your only goal, doing it that way will be simpler)
