<SNIP> Some commands in Inkscape are not made global actions yet (such as centering) so you can't bind them to keys. All global actions (even those that are not assigned any keys by default) are listed in that file and can be reassigned. Read the comments in that file for more info.

Thanks for the (indirect) verification that it's currently not possible to just edit a configuration file and be off with centering.
