Is there more than one way to position guides in Inkscape? I know that I can drag them and then see where their position and then move again to desired position. But I was wondering is there a way to just say position guide say 50% of horizontal or vertical without having to just keep dragging and positioning until I get it right.

Yes, you can enter exact values. I believe if you selected a guide the value/location shows up in the tool bar above. Then again, you might have to double click the the guide. It's something like that though.

I was precicely placing the guides last night through the XML editor, they live in the sodipodi section. Just set the position to where you want it.
Off-Topic, not an answer to the above, etc: It seems to me that if you could make the guides a selectable object (definitely not generally a good idea), you could use the arrange buttons to accomplish all sorts of things.

HOW TO SET AN EXACT GUIDE POSITION
Drag a guide onto the stage.
Double-Click the Guide to open the Guidline's Data window.
Make your adjustments there. You may have to do a little math if you want %.
