I think that they do understand the importance of user-friendly interfaces, but what is friendly to one person may not be to another.
Regarding user-friendliness: I have used CorelDRAW in the past, and the interface of Inkscape is IMHO much more user-friendly & the layout in general is much "clearer". I agree that the palettes could be improved, but in general I am regarding this criticism as way too strong (and somewhat unfair). As I suggested already, docks would be nice, but otherwise I personally find Inkscape very user-friendly. One thing that could be better is, that when I open a file, a new Inkscape window appears, so that I have to close the previous one first.

I want to say that I have found the Inkscape developers to be among the most thoughful developers I have ever encountered when it comes to usability and I think that is one of the things that has been pivotal to the success of Inkscape.
Inkscape very user-friendly. One thing that could be better is, that when I open a file, a new Inkscape window appears, so that I have to close the previous one first.
Not sure if that is still true in the latest current version of Inkscape but yeah, if the current window is NOT DIRTY && is EMPTY the current window should be used. It sounds familiar, there may already be an RFE for that behaviour.

I was fairly certain we implemented that several releases ago...
