Draw a rectangle. Use Object to Path to make it a path. If you have effects working (see the Wiki if not) use Add Nodes to add a bunch of nodes, say at least 20 to a side. So if your side is 200 units long have it add nodes every 10 units.

Then just apply the Radius Randomize effect. If you want something more regular or more complex, try the Kochify effect.

A deckle edge is a rough or scalloped edge on a piece of paper.

I don't know what deckle is, but your OS should have a screen capture function.

OSX: Apple+shift+3 (or Apple+shift+4 for a custom sized shot)

Windows: Press the PrintScrn button on your keyboard and a screenshot will be in the clipboard. You can paste into Paint, or maybe Inkscape (haven't tried it, don't have a Win box.)

Linux: Use the gnome-screenshot utility, or similar for your desktop.
