I dunno what the deal was/is. I got it to work. First I had to "unflow" the text to frame (which seems to be the default), then text to path worked just fine! One of those itsy bitsy details they don't mention in the documentation.

Arranging the text in a box and arranging it along a path are sort of mutually exclusive.
Of course, Inkscape should automatically take care of un-flowing text before attaching it to a path. We'll fix that in 0.43, or possibly 0.42.1 if someone gets a patch in in time.

Until there's a fix, ask and ye shall receive as far as the documentation goes. The workaround is now in my docs draft.
