Inkscape, does not have CMYK.
It's this kind of deficiency, which as I understand is a deficiency in the svg format, that leads other graphics apps to have their own native format (.psp for Paint Shop Pro, .xcf for The Gimp, etc.) because sometimes you need to carry extra information from one editing session to the next that cannot be conveniently stores in the standard file formats (.bmp in the old days, then .eps or .jpg, nowadays .svg, .png, etc.)
I guess it's a deliberate decision on behalf of the Inkscape team to stick scrupulously to the .svg format, this may even be one of the reasons for forking the project in the first place, but it does have consequences.
Would it be practical to store colour separation info a comment?
Also on the subject of CMYK, I was trying to enter C:10 M:20 Y:30 K:40, but when I enter the Y:30 it changes to C:0 M:11 Y:22 K:10, so I am left guessing what to enter in the K: field to get the desired equivalent colour (probably 40, but I don't really know enough colour theory). This seems a little over-zealous to me.
I'll go take a look at the feature/but requests surrounding CMYK as that is probably a more appropriate forum for discussion than the user list.

There are ways to get CMYK and print-friendly colors while sticking to SVG. It's just that we haven't hit those points of implementing it yet.
See RFE 1124499 and RFE 1008409. Mental's comment on the latter is the intended approach.
