I remember reading somewhere that Inkscape would be adding SVG animation features to the software, similar to what Macromedia Flash does. Is this true, and if so, when will the features be available?

It's true that there are plans for adding SVG animation. I don't think we can say it would necessarily be similar to Flash, but who knows.
As far as when it'll be available, we actually make it a practice not to specify dates for when long term things will be done, to avoid setting up false expectations. (There'd be no way to enforce that date anyway.)
However, if you're anxious to see the feature and know how to code C++, you'd be welcome to help work on it. If you don't code, but have time you can commit, there's almost certainly some design/ documentation/ research/ etc. work that you could do that could help move the ball forward. If you don't have time or are not able to contribute, then be patient and hopefully someone will get to it. :-)
If you look at the roadmap, and count how many releases we did in 2004, you can get a very approximate estimate for the time it'll take us to reach it according to plan. Double that number to get a more conservative estimate.
