There is not a specific one per se, I would just like to know how do you apply (use) them on an object and what condition is necessary in order to visibly see the result. Because right now I will add or what I think I am adding an effect to an object but I do not see anything happening. I hope this does not sound confusing

Ok. Maybe have a look at Tav's Effects section on his on-line Inkscape book. I think much of the time you will need to convert your objects to paths before applying an effect.

I think hes referring to the SVG filters in SVN, afraid I dont know anything about using them tho.

No, those are different. He meant filter effects, which are new.
