I have an image in Inkscape that is larger than the paper size for my printer. I do not want to rescale the image. I would like to be able to move the page frame and select the portion of the image to be printed. Is this possible? Is there a way to change the origin for the picture?

Why not just move the image? Edit->Select All and then move them.
If you want something precise, Object->Transform... and choose the Move tab. With this, it's easier to shift everything back.
