Are there any chances that we are going to see layer support prior to 0.40? According to http://gnomedesktop.org/article.php?sid=1740 this is one of the most requested features that is still keeping many potential users away from using inkscape.

Mental had implemented the underlying functionality for layers. I believe the next step is for someone to create a dialog or something to allow layer editing.

I think there's a good chance that this work will get done within two or three releases, or sooner if someone wants to start working on it. If you're interested in helping out, let mental know and he could probably identify what types of things need to be done.
