I am afraid that because of use of GTK 2.8 libraries(that Inkscape requires to work and that are installed with Inkscape itself), the support for Windows 98SE (incl. ME version iirc) and lower has been dropped and only Windows 2000 and higher are known that Inkscape runs on now.
Downloaded Inkscape 0.45 [Version - Windows - .exe installer] After installing [with only 'Systray' and 'Explorer' running] followed by a reboot, the result when attempting to open Inkscape was the below listed dialogues:-
ERROR
STARTING PROGRAM The LIBGTK-WIN32-2.0-0.DLL file is linked to missing export COMDLG32,DLLPrintDlgExW
This error message confirms what I wrote above. Some libs depend on functions that are not supported on Windows 98.
Inkscape was uninstalled, and the above process repeated. The end result was identical. What can be done to over come the problem?
There are two ways how you can solve this problem:
a) Download an older version of Inkscape that uses older GTK libraries. If I recall correctly, versions 0.42 or 0.43 should work on Windows 98 system. Unfortunately you will not get all the new features announced in more recent versions. On the other hand, these version will also run faster if you have older PC. b) Change operating system to Linux or Windows XP. But I still think that the option a) is better for you as a "basic" computer user.
I am sorry I couldn't help you installing 0.45 on W98 but I hope you'll enjoy at least one of those older versions and will be satisfied.

That's not quite true. The 0.44 and especially 0.45 are considerably faster than 0.43 and older. The only version whose screen rendering may be faster than 0.45 is 0.37 because it's the last one that used the old renderer. However it's really ancient and buggy, and in some operations may be unusably slow (such as opening large files).
