How can I make the text glow / highlight ? I tried one of the filters (Glow) but that isn't doing much)
I want to use the text for a buton, and when someone presses the button, I want to see it all highlighted..

Hi Perry, We would have to see your image, and an example of what you want to achieve, to be able to offer suggestions. It sounds like the simple blur filter (bottom of Fill and Stroke dialog) should work. But it's hard to say without knowing more about your project. If you're on Windows, you may be experiencing the bug related to having rulers displayed. Try hiding your rulers (temporarily) to see if there is any improvement. I've seen some issues (slowness, crashing in large files) with the 64-bit version 0.91, that I did not see with the 0.48.5, 64-bit version. (It doesn't happen in all files, but I haven't yet determined exactly what's causing it.) When I switched to the 32-bit version of 0.91, those problems were resolved. Probably the reason most of the videos you've seen are using 0.48.x is because 0.91 has just been released a few weeks ago.

To avoid the slowness and crashing related to the ruler-related bug I mentioned, you don't need to install or use a different version. To hide the rulers: View menu > Show/Hide > Rulers. (Be sure to remember, or save this message, because you may well want to use the rulers at some point. You could un-hide and re-hide as needed, until the fix comes out.)
I'm not clear why you want to go back to 0.48.5. But you can find the 64-bit version here: http://partha.com. (0.91 is the first version of Inkscape where a 64-bit version is offered officially. That's why the 0.48.5 version isn't on inkscape.org.) And before 0.48, there is no 64-bit version at all.
I would try hiding the ruler first, to see if that solves your performance problems. If so, you won't need to install another version.

As for your ultimate goal of making the button change appearance, you can go two routes:
1. Use the SVG you are making with the desired text to export two versions of the image to PNG format: one with, and one without the glowing. Then use the onmouseover attribute for Javascript in the HTML to switch between the two on hover. 2. Use the actual SVG in the webpage, and use onmouseover to simply trigger a change in the way the SVG is styled. Inkscape can help you with this, but since I have not used this functionality I cannot say how.
