I have an image downloaded from openclipart. Is there a way to change the brightness of the entire image in inkscape? I would like to do this so that I can use the image as a watermark.

There's a quick roundabout that come to my mind immediately. Lock current layer, create a new layer, draw a large rectangle filled with white, then change its [layer's] transparency so that you can see objects below it being brighter than they are.
