Thanks, I have just changed it as you say, but I seems it doesn't affect anything: when I select 14 the font size is the same..

Weird - for me it works. Check all numbers on the attached screenshot (H at the top, font size in px in the font dialog and in the status line, and the scale of the rulers (px, too))

Can you make a similar screenshot? (with hover text, too) Which Inkscape version are you using / which OS? Can you attach a file with an example (grid and text, and an object of the size you expect the text to be)?

(and be sure to make a new text, transformation can change things...)
