Check again what he said:

Note that he says that he's selected letter paper (11x8.5). I interpret this as that the printer communicates that it accepts 8.5x11" paper, but by selecting banner paper as the paper choice, the printer must somehow put itself into some sort of an overflow mode.
Based on the selection of '8.5x11" paper' it sounds very much that this is not a simple case of paper size, but a complex interaction of a few things.
