Fill the circle with the picture, that should do the trick.
I tried this the other day, it's nice, but there are a few steps to get it right.
Sorry, talking about Inkscape 0.42.2 and Windows Xp
- Drop the picture into the document, move it over the object and resize it
so it lines up how you like it
ok, I made a circle and imported a jpg file of my daughter, I need a circle with her face into.
- Edit -> Object(s) to Pattern (Alt-I)
I need to select the object, the picture or both ?
- Delete the picture
I tried many times, but it's not possible, it deletes both :-)
- Select the object, and assign the new Pattern as the fill.
Where is this command ?
Sorry, don't forget me :-))

This is a good tutorial (is also illustrated) - scroll this page down and look for "Pattern" and "Creating/using/adjusting patterns"

Hi !
I tried again, it's good but it works better with another kind of shape (rect or free hand etc). After having filled the shape with pattern you can switch in the nodes mode and you can edit the shape to the picture just as you like.
With the circle shape it's not possible to be precious because the right node is the control-handset for arcs and segments. You can trasform the circle object it a path and edit the circle following the picture but you can't be precius, the circle can be easily scratched.
Anyway, many thanks Phil and Aaron, your help is the better reason to use a software today !
