Where I can set fonts in Inkscape (Windows) for my language ? GUI is OK, but I'm not able write czech fonts.

Have you opened up the Text and Font Tool? Shift+Control+T (hrrm, some of this should definately be copied to the secondary toolbar, must check and see if that is part of thhe developement plans).
If the font you want is not appearing in that dialog at all then could you try to help pinpoint the problem and please test and see if any other GTK2 programs on your system can successfully use the Czech fonts (Dia, Pan and the Gimp2.0 betas all use GTK2 just in case you have no other GTK2 programs on your machine).

I have installed Gimp 1.2.5 and no problems with Czech fonts in this program. Gimp 2.0 unstable not work (error during startup). Czech fonts in Dia works fine! Screenshot of editing text window in attachment.
