First, be sure you're running the -pre1 release, then click View -> Show/Hide -> Palette. If you right click on the arrow to the right of the pallet, you can select which palette to use, and turn on wrapping.
If you also turn off statusbar and scrollbars in the View -> Show/Hide menu, you'll get a display that resembles what's in the screenshot.
Dragging and dropping colors from the swatchbar is pretty slick. :-)

No, I'm using 0.43 Dec 14 2005. I just can see the pallet using Ctrl + Shift + W and it is called Swatches.

The screenshot you posted is for the 0.44 version. Obviously if you're running 0.43 you won't be able to use all the features of 0.44. ;-)
