You can post them here, but note that in order to avoid they getting lost or forgotten, it is a good idea to later file them in the issue tracker:

As well as Shlomi's advice, I'd also recommend talking to people in the chat rooms. On chat.inkscape.org the UX team have a fairly good handle on features, and what things are possible and not (at least in terms of front end things) and anythong else can be redirected to the right team.
