I am newbie to inkscape. I like to have the position coordinates of the objects in the center of them instead of the left bottom corner. Simply just to make concentric circles more easy. Is there any kind of "switch" to do this in inkscape?

No, there is currently no feature to do this, however there is definitely interest in being able to do the coordinates and units more flexibly. Please submit a feature request through the website detailing what you think should be done. Hopefully someone will take an interest in coding it up at some point.

Just do Ctrl+D on the first circle, and scale the new circle in selector with Shift pressed or by pressing the > key, then repeat for more circles. Or, position cursor over the center and draw the new circle with Shift pressed.
