I'm confused. I would have thought it be the browser that does the rendering of the SVG, not the server. What am I missing here?

No, at the moment wikipedia is using librsvg for rendering svg to png-images. Browsers that are capable of SVG rendering are not yet common. See Bug 3593: SVG client side rendering http://bugzilla.wikipedia.org/show_bug.cgi?id=3593
