No, Inkscape is for drawing vectorial images in SVG. You might like to use "convert" utility from ImageMagick which is available even for Windows.

Other programs would be a more appropriate choice, perhaps the GNU Image Manipulation program.
Also we try to keep messages onlist so that they can be searched for future reference.

Personally I almost never use the word "vectorial" but if it really is a correct word I'm sure people use it far more often than they should. If you are not sure then just write vector.

Same goes for Spanish: "gráficas vectoriales".
It looks like a transparent word for Romance languages.

That certainly explains a lot, but given how much difficulty even English speakers have getting their own native language right it can often be hard to tell what is going on.
