As a linux user I have little experience with Office vector formats. Which formats that Inkscape can export works best with Office (2003 or 2007)?

If MS Office support .eps (Encapsulated Postscript) import, probably this is your best option.
This is actually really a problem. Vector support in MS Office sucks. The only reliable option is to use emf/wmf, but it seems like the export from Inkscape has some problems with wmf export, esp. with more advanced features, like gradients, embedded bitmaps, etc. I tested with the latest stable release of Inkscape. I don't know if things improved meanwhile in the development versions, regarding wmf. I don't know the emf format. Its probably not that feature-rich as SVG, which means that some SVG features would need to be flattened into bitmaps.
EPS works fine for printing, but doesn't display onscreen in MS-Office.
The situation in OpenOffice is not much better. OpenOffice has some very limited SVG support, but its not sufficient at all for every-days use. The situation is better with scribus and koffice, but not perfect either.
In practice, for more complex graphics, raster files (e.g. png,jpeg) are the better options in MS-Office and OpenOffice than vector files. Sadly, but it is a fact.
