Made the path in Inkscape development version using the gear rendering script. Made a few changes with some boolean operations, then imported it into Blender and extruded/textured it.

It is possible it does, but I don't know of one, but on the other hand, there is a lot about Blender I don't know. And, even if there isn't, I imagine it would certainly be possible to write one.
