No, it is not optimal. But at the time I didn't see a better location. Maybe we should consider adding a new tab?

Georg, you might want to try a development version as JiHO suggested, because snapping has been improved a lot since v0.45.1. You can find precompiled windows versions here: http://inkscape.modevia.com/win32/?M=D. But please be aware that these will be more buggy...
