I have a vector file that was originally made in Illustrator. I downloaded it as a zip file. When I unzipped it the file had an .eps suffix.
GV can view it.
Converted to pdf acrobat reader can view it.
Inkscape only gets a black background.
Is there a way to manipulate this image in inkscape?

and scribus. I finally opened in OpenOffice.org (Draw) where it viewed just fine. I then exported as an svg & that version opens properly in Inkscape. No clue why... but you might give that a try.

The issue is known and reported in Bug #530895 "Opening EPS with Gradient" https://bugs.launchpad.net/inkscape/+bug/530895
You can scale and position the gradient for the colored pattern manually to match the original (the colored pattern is actually a clipped path in the imported EPS file and its radial gradient is located in the lower left corner of the page - see attached screenshot).
