This was probably not the question of the original post. Of course one can embed raster images in SVG. The question is whether it is possible to create such a raster (or combined raster/vector) image in Inkscape. With my current knowledge it is not possible in Inkscape, since SVG doesn't allow real3d or 2.5D transformations.
There is however a working-draft announced that would introduce 2.5D transformations in SVG: http://www.w3.org/TR/2009/WD-SVG-Transforms-20090320/
I invite Inkscape developers to look at this spec draft and provide feedback. Inkscape is probably the most advanced SVG authoring tool and it would be cool if Inkscape would be one of the first implementors of the new draft specification.
It would open a lot of interesting new applications and design opportunities in the world of 2.5D.

So basically you want to get an array of photos and map them to a sphere... AFAIK you can't to this with Inkscape. I would use GIMP for the task.
