I'm trying to make some webdesign with Inkscape, but grid (1x1px) is active only when it is visible. It is a nasty bug or very bad feature? I need precise moving elements by 1px for later cutting to pieces as it's well-know to all webdesigners. And more, when spacing grid 1x1px is enabled, I can move elements to ie. 200.00 - 200.50 - 200.75 - 201. Isn't it another bug?

Neither. It's a good feature.
Making it possible to snap to something invisible is very bad usability. It breaks the principle of the least surprise. Press # to see the grid and snap to it; press it again to preview without grid. What's the problem?

I don't understand this question. Are you referring to the fact that the snap distance is in absolute units? If so it's a known problem, I hope I will have time to fix it some day.
