Don't know who to ask, I just started try inkscape for the first. When I draw a rectangle I don't a black rectangle just a doted rectangle, what I'm I doing wrong.

Nothing wrong per say. That is just because the line is currently setto dotted. You can change all of that from the 'Fill and stroke' dialog. If you are an absolute beginner the simplest way to open it is by selecting 'Fill and Stroke...' from the 'object' menu.
The dialog box will open to the side. You can then set the properties of your rectangle by selecting it with the 'arrow' tool. Once it is selected you can change the various option in the 'Fill', 'Stoke Paint' and 'Stoke Style' tabs of the 'fill and Stroke' dialog box.
The 'Fill' tab allows you to control the inside color of the box. You can set the color, the opacity, and gradiant property or not set a color.
The 'Stoke Paint' tab work the same but affect the line around the rectangle.
The 'Stroke Style' define the type of line (it currently set to dotted) and thinknest of the line amongst other things.
If you are just beginning I would suggest you take a look at the tutorials from the help menu. Most users get a bit bored with tutorials and just want to work. But in the case of inkscape they are some of the best tutorial around and are definitely worth you time.

well, open inkscape, create a rectangle, select it (if it wasnt already), up on the toolbar there will be a square icon with a paintbrush, click it (or ctrl+shift+f), go to stroke style in that panel, in dashes, click the solid line at the top of the menu

Check the setting for the global opacity and make sure that it is > 0. (You can either use the spinbox with the label 'O:' in the status line, or the opacity slider in the 'Fill and Stroke' dialog).
If this doesn't help and new objects still are not visible (only the bounding box frame - the "doted rectangle" - while still selected), check the settings of the current layer in the 'Layers...' dialog and make sure the layer opacity is > 0.

As a general newcomer hint, look under the Help menu for the tutorials. Often working through those will get the basics covered quickly.
