Bulia has announced and finalized the 0.39 release, and Ted has established the release branch.

What this means:

* Packagers, please download the tarball and begin making packages

* We will put out an announcement within a few days, once we've got some key packages up there.

* We are in Release Phase. You can commit to CVS HEAD openly, but try to limit work to bug fixing for a couple days, just in case.

* Users, please download and try out the packages as soon as they're ready. Let the packagers know of successful / unsuccessful installs.
