I'm studying Inkscape by following the examples in the manual. And I'm confused by the following sentences:
''' Select the shadow then call up the effect from the `Effects' menu. Set the Blur Width to 5 and the Number of Steps to 11. ''' But there is no `Effects' in the menu bar. Could you point out where I can find this menu or is it a new feature in Inkscape 0.43? I'm using Inkscape 0.42 under Ubuntu Breezy.

Try
File->Inkscape Preferences->Misc->and enable Script Effects

In both 0.42 and 0.43 the 'Effects' menu is considered experimental and is not enabled by default. You have to enable it manually in Inkscape Preferences -> Misc -> Enable script effects
