This was done with Effect->Interpolation.
File->Inkscape Preferences->Misc->Enable script effects [x]
Thanks - how do I get this option to actually do anything? I selected both shapes and invoked the effect, nothing happened. I deleted the bottom group and tried the effect with nothing selected, and with just one object selected, and with both selected, nothing.
In other news I have found a minor bug, do I report it here or should I join another list?

Are you using Windows? Not all the effects work in Windows, and this is a known issue. There are a number of resources at the Inkscape web site where you can find more information about effects, and about getting them to work on Windows. I encourage you to visit the Wiki, and maybe look through the bug reports at Sourceforge.
Maybe someone has those links ready to give you. Anyone?

And you probably need to convert the shapes to paths before it will work.
