Creating links in inkscape and have them work in an exported pdf; is it still not possible?
Any way around it, like exporting to something else and use some other tool to make the pdf?
Any pointers as to what I can try?.

You could try the PDF+LaTeX option and using the hyperref package "manually". But I would only recommend this if you're familiar with LaTeX and don't mind having full-blown urls in your image while editing.
