The missing PDF support in our initial Leopard Universal package was a bug. It has been fixed in the Inkscape-0.46-2.LEOPARD.UNIVERSAL.dmg package, which is up on Sourceforge now.
If you compile from source then this functionality will be available so long as you have the poppler library installed.
So actually, the PDF support is only missing from our official Tiger packages for Mac, which were only released in the last 12 hours and are in the process of being tested. Likely we will release an updated Tiger package with the PDF functionality as time allows in the next day or so.
