I am trying to build inkscape 0.40 on Ubuntu from source and during the configuration run i get the message error: Cannot find freetype-config What is freetype-config and how to solve this problem

You'll need the libfreetype6-dev package which you can find using Symantic.
I recently went through this process. Each time the configuration for inkscape fails, just search Symantic for the package. You will need enable the universe repositories to get some of the needed packages.

Thats what I have been doing, searching and installing and upgrading and searching and upgrading since 6 oclock in the evening, and now it is midnight and I sill keep getting messages about missing libraries and so on. Now, my eyes are hurting and I go to bed. This is start getting a bit ridiculous. And I hope that the developers read this note and take pity on me and come up with some sensible installation process because this way of installing a program is just madness.

We did. Use the static RPM.

There are still merits to building it yourself, but 0.40 was just added to Ubuntu Hoary (the dev version) today. :)
