Assuming the background design is vectors, not bitmap or image, you need to select all the elements of it, and Object>Group. Then Object > Pattern > Object to Pattern

Type your text and convert it: Path > Object to Path Right click on it and choose "fill" then fill with Pattern.

Honestly for this job GIMP would probably be better suited IMHO
