does inkscape .45-1 have a paint bucket tool? if so where is it? i have burned through all of the options and i cannot find it.

No, we only add critical bug fixes for stable releases, not new features.
Although it is probably good to know that one of the Inkscape goals is to keep the latest development source useable. Many users work with snapshots for day-to-day use.
