Right, it is absolutely free for use at no cost for commercial/business environment. You are free to install it on any number of computers without any registration or payment needed.
Inkscape is "Open Source Software", which means that you are also free to make modifications to the software and redistribute the program, as long as you also keep the changed version under the same terms.
The reason we make Inkscape available under such free terms is that we enjoy making software and believe that software should be open for anyone to help improve.
